Connor Farrell focuses on government contracts-related matters including contract claims and disputes, bid protests, and compliance issues.

Prior to and during law school, Mr. Farrell held various positions at General Dynamics Information Technology. He worked in the company's GWAC Center where he assisted in managing a portfolio of federal contracts, including General Services Administration (GSA) Schedules, Government-Wide Acquisition Contracts, and Agency IDIQs. 

While attending law school, Mr. Farrell was a member of the Public Contract Law Journal. He graduated with a J.D. Concentration in Government Procurement Law.

 

Representative Engagements
  • Representing contractors in bid protests challenging or defending agency award and procurement decisions before the Government Accountability Office (GAO) and the Court of Federal Claims (COFC).
  • Conducting internal investigations regarding potential fraud allegations and contract compliance.
  • Preparing requests for equitable adjustment and certified claims.
  • Represented jet-fuel contractor in $41 million Department of Defense (DoD) contract termination case, resulting in favorable settlement before the Armed Services Board of Contract Appeals (ASBCA).
  • Assisted in successful, precedent-setting appeal before the U.S. Court of Appeals for the Federal Circuit interpreting the U.S. government's obligation to indemnify corporate entities under the Price-Anderson Act (PAA) for liability arising out of or in connection with a domestic nuclear incident. Cotter Corp. NSL v. United States, CAFC No. 23-1826, -- F.4th --, 2025 WL 439853 (Feb. 10, 2025).
  • Served on team conducting an independent investigation on governance, workplace conduct, retaliation, and culture issues on behalf of a large state university.
