Ashley Powers discussed the executive order on federal contracting that aims to enhance transparency and efficiency but may impose significant compliance burdens on an already strained acquisition workforce. One major concern is the requirement for agencies to provide detailed written justifications for contractor payments, which could slow down contract performance and administration. Powers suggests that contractors can help mitigate potential delays by proactively assisting federal contracting officers. She recommends providing draft justifications and/or supporting documentation with invoices to simplify the approval process. "Feeding the contracting officer something that they could more or less cut and paste, assuming the contracting officer reviews and agrees with it, I think that's probably a good idea," Powers said. By easing administrative burdens, contractors can improve their chances of receiving timely payments.
