Marc Gerson, former chief tax counsel to the House Committee on Ways and Means, highlighted the major hurdles lawmakers face in advancing a reconciliation tax bill, particularly around the use of a current-policy baseline. He said the success of the bill hinges on three critical factors: "Can they go with a current-policy baseline, can they satisfy the procedural hurdles, and can they somehow figure out a way to get it through the House?" Gerson noted that even if lawmakers succeed in using a current-policy baseline, they will still face complex procedural challenges and the need for cost offsets to fund any new provisions.
