"The optimism about 2017 is as much negative feelings about 2015 and 2016 than a belief that a tax code overhaul will actually occur in two years," Gerson said. The report's authors also highlighted 2017 as a probable time for tax reform because a new administration may choose to make tax reform a high priority. The ninth annual survey was completed in partnership with the National Foreign Trade Council.
