Richard Mojica commented in Reuters on Indian solar panel manufacturers seizing a market opportunity as Chinese manufacturers face delays and restrictions due to the Uyghur Forced Labor Prevention Act (UFLPA). Since October 2022, U.S. Customs and Border Protection's (CBP) has detained nearly $43 million in electronic shipments from India under UFLPA, targeting goods linked to forced labor. Many of these detentions involve polysilicon used in solar panels, a high-priority sector under the UFLPA. The increase in Indian shipments being stopped may be due to the presence of Chinese components in Indian solar panels. Richard Mojica noted, "Indian module manufacturers found an opportunity to import more at a time when the Chinese manufacturers were being held up because of UFLPA."
