In this article, Tim O'Toole discussed the Bureau of Industry and Security's (BIS) license exception created for countries with equal export controls on certain emerging technologies. The license requirements for the September 6 controls on quantum, semiconductor, and additive manufacturing were "unusually heavy" in that a license will be required to export those technologies "anywhere," said O'Toole. "It's the first time I've seen Commerce use the [Commerce Control List] to essentially reward or compel, depending on your perspective, countries that impose equivalent controls."
