Former Lockheed Martin International Tax Counsel Brings Deep In-House Experience to Preeminent Tax Team
Washington, DC, September 13, 2022 – Miller & Chevalier Chartered is pleased to announce the return of Jeffrey Tebbs to its international tax practice as a Member. Tebbs joins the firm from Lockheed Martin Corporation, where he managed a broad portfolio of high-profile international tax matters and complex tax controversies. Prior to his time in industry, Tebbs was a Senior Associate at Miller & Chevalier.
"We are thrilled Jeff is rejoining the firm," said Kathryn Cameron Atkinson, Chair of Miller & Chevalier. "A talented and thoughtful practitioner, Jeff understands the international tax space from both the outside law firm and in-house counsel seats. Beyond his practical experience, Jeff is intellectually curious and someone who always digs deep to understand new laws and proposed legislation from every angle. He will no doubt bring both unique insights and a mastery of today's most pressing international tax issues to our team."
"Returning to us after a very successful career at Lockheed Martin, Jeff understands the pressures facing in-house counsel and has a proven track record of addressing ever-changing international tax rules. He played a critical role at Lockheed Martin implementing the international provisions of the Tax Cuts and Jobs Act of 2017 and is well-positioned to help our clients navigate newly enacted legislation – including the Inflation Reduction Act of 2022," said Marc Gerson, Tax Department Chair.
Tebbs brings more than a decade of in-house and law firm experience counseling multinational companies on complex tax planning and controversy issues. At Lockheed Martin, Tebbs served as lead counsel for implementation of the company's deduction for foreign-derived intangible income (FDII), for which he directed planning, regulatory comment, and audit defense. With his deep experience in the aerospace and defense industry, Tebbs understands the intersecting domestic and international tax incentives affecting advanced manufacturers, not only in aerospace, but also in the agriculture, chemical, and semiconductor industries.
At Miller & Chevalier, Tebbs will advise clients across a wide range of transactions, including acquisitions, dispositions, restructurings, joint venture formation and exit, and cross-border cash management. Given his critical role at Lockheed Martin – planning, modeling, and executing the international provisions of the Tax Cuts and Jobs Act (TCJA) – Tebbs is uniquely experienced to advise global businesses on structuring transactions in a post-TCJA environment.
"Given his track record of success managing the transition tax, FDII, global intangible low-taxed income, and a host of novel issues under the TCJA, Jeff immediately adds valuable and relevant experience to our team. Beyond bolstering our international tax capability, he brings a fresh perspective on the challenges and opportunities facing in-house tax counsel and we're so pleased he's opted to join our team," said Tax Member Layla Asali.
Recognized by Chambers USA as one of the country's leading International Tax practices, Miller & Chevalier brings extensive experience solving the full suite of tax problems that cross international borders, from planning to compliance to cross-border transactions. For more than 100 years, the lawyers at Miller & Chevalier have successfully advised their clients on international tax matters at every stage of the business cycle, from acquisition or start-up to restructuring and tax optimization to disputes and termination or disposition.
"When deciding to return to private practice, I knew I wanted to join a firm that reflected the lessons I've learned sitting in the client's chair. The tax team at Miller & Chevalier is dedicated to understanding each client's unique business and is committed to crafting solutions that balance competing priorities in real world conditions. Those commitments, combined with a teamwork-oriented approach, allow the firm to stretch well beyond mere service providers and into the role of trusted advisors. I'm delighted for the opportunity to be back working alongside this exceptional team," added Tebbs.
Tebbs earned a B.A. with highest distinction from the University of Virginia and a J.D. from Yale Law School, where he served as Editor-in-Chief of the Yale Journal of Health Policy, Law, and Ethics. He began his legal career as a law clerk for the U.S. District Court for the District of Connecticut. Before law school, Tebbs worked as a research analyst in the Economic Studies Program at The Brookings Institution.
