Michael J. Desmond Selected President of American College of Tax Counsel

Washington, DC, February 27, 2025 – Miller & Chevalier announced Michael J. Desmond was selected president of the American College of Tax Counsel by its Board of Regents, effective March 1, 2025. Desmond's extensive experience in tax law, both in government and private practice, makes him exceptionally well-suited to lead the College. As former Chief Counsel of the Internal Revenue Service (IRS) and Tax Legislative Counsel at the U.S. Department of the Treasury, he played a key role in shaping tax policy, issuing critical guidance, and overseeing complex litigation. His deep knowledge of federal tax law, strategic approach to tax administration and enforcement, and reputation for insightful leadership will be invaluable in advancing the College's mission.

About the American College of Tax Counsel

The American College of Tax Counsel, founded in 1981, is a non-profit association of tax attorneys in private practice, law, business, graduate school teaching positions, and government who are recognized for their excellence in tax practice and their substantial contributions and commitment to the legal profession. One of the chief purposes of the College is to provide a mechanism for input by tax attorneys into the development of U.S. tax laws and policy. A 19-member Board of Regents serves as the governing body of the College, with one regent drawn from each of the 13 federal judicial circuits, plus two at-large positions.
